On September 6, at the Eastern Economic Forum in Vladivostok, the container operator Russian Railways Business Active (a subsidiary of Russian Railways OJSC) and the logistics operator Octet Cargo (a project company of the Project Initiatives Development Agency) signed an agreement on interaction and cooperation, which is aimed at strengthening economic ties between Russia and Asia-Pacific countries. This will be facilitated by an increase in cargo flow, which will be ensured through the formation of new multimodal logistics products from Asia-Pacific countries across Russia through the Heihe-Blagoveshchensk border crossing, as well as through the development of cargo transportation in the Far Eastern Federal District through the dry port of Blagoveshchensk.
Under the terms of the agreement, valid until the end of 2025, Russian Railways Business Asset provides the railway component of services: provision of rolling stock necessary for the formation of container trains or group shipments, interaction with Russian Railways JSC for payment of tariff payments.
Octet Cargo under the terms of the agreement, organizes transportation along the Blagoveshchensk – Heihe route, provides storage and customs clearance services on the territory of TLT “KANIKURGAN”, as well as cargo processing and preparation for further shipment.

The logistics operator Octet Cargo, a subsidiary of the Agency for the Development of Project Initiatives, together with the container operator Russian Railways Business Active, are launching a new multimodal container service from Blagoveshchensk across Russia.
The first train, loaded with fifty forty-foot containers, departed on August 11 from the Blagoveshchensk station to the Bezymyanka support terminal of Russian Railways Business Active JSC in Samara. Medical supplies will be supplied from China by Torgmall.
The service is focused on ensuring cargo turnover between China and Russia at the new Kani-Kurgan customs crossing in the Amur region. The multimodal route includes the delivery of goods by road from China across the bridge across the Amur River, which opened this year, to the KANIKURGAN Customs and Logistics Terminal, where customs clearance, necessary processing and preparation for shipment take place.
As part of the service, Russian Railways Business Active JSC provides the provision of rolling stock, payment of railway tariffs throughout Russia, as well as terminal and warehouse services at departure and destination stations.
The multimodal container service represents weekly regular routes from China via the KANIKURGAN TLT to Central Russia from Blagoveshchensk station. The main cargo flow of the new direction: consumer goods, food products, cosmetics and medical products.
“The launch of such projects is a priority. After all, this helps to reorient many chains and connections towards the East and form new transport corridors. The service will reduce mileage across Russia by 1,500 km relative to the nearest railway formation points. trains in Vladivostok and Ussuriysk to the west without a significant increase in mileage in China. We hope for cooperation as cargo turnover increases and Russia’s foreign trade with Asia-Pacific countries develops,” noted Pavel Puzanov, Deputy Chairman of the Government of the Amur Region.
“Our task is to offer modern logistics infrastructure in the Amur region in the changed market conditions and provide foreign trade participants with the necessary service to conduct effective business with China. The launch of a multimodal service is the first step in the formation of regular routes with the TLT KANIKURGAN to central Russia,” noted Valeria Repkova, General Director of the Agency for the Development of Project Initiatives.
As Petr Saprykin, Deputy Head of the Trans-Baikal Railway for Territorial Administration, noted, the Russian Railways holding and the highway provide support for a new demanded offer in the transport market. The development of the terminal and warehouse complex at Blagoveshchensk station in the future will allow sending one container train per day.
According to the acting Sales Director of JSC Russian Railways Business Asset Anton Tikhonov, new services aimed at developing multimodal transportation from China to Russia will help balance the number of containers in circulation, will contribute to the growth of security and connectivity of the regions and the creation of new supply chains.”
This year the Russian-Chinese Economic Forum "AmurExpo" will become a field platform of the Eastern Economic Forum and will be aimed at the development of full-scale cooperation between the regions and businesses of Russia and China at a new stage. This is especially relevant at a time when the foreign economy is turning to the East.
